21/11-1 APOLOGIES AND REASONS FOR ABSENCE
There were none.
21/11-2 DECLARATIONS OF INTEREST
There were none.
21/11-3 PUBLIC FORUM
It was resolved to suspend standing orders to allow members of the public to speak.
There were no items.
21/11-4 CONFIRMATION OF MINUTES
The minutes of the following meeting was resolved as a true and correct record of that which took place.
Council Meeting 15 September 2021
These were proposed by Cllr Green and seconded by Cllr Waine, all in favour.
21/11-5 UPDATES FROM POLICE
No updates had been received.
21/11-6 UPDATES FROM COUNTY AND DISTRICT COUNCILLORS
Apologies were received from Councillors Rawlins and England.
Cllr Grimble updated the Council that the Green Bin collection was increasing to £39 and would be fixed for 2 years. A new Purple Bin was being introduced although it was not clear what waste this would contain. There was a visit arranged to the new WLDC depot at Hemswell soon.
21/11-7 RESIDENT ISSUES
Cllr Waine apologised for not arranging a residents meeting. The 5th January at 09:30 was pencilled in for the next meeting.
21/11-8 FINANCIAL MATTERS
The Clerk requested the purchase of Microsoft Office 365 to store documents, provide updated software and enable mobile working, this was resolved as proposed by Cllr Green and seconded by Cllr Gregson, all in favour.

The Clerk was asked to chase Glendales about the hedge cutting.
The banking reconciliation up to the end of August was presented to the Council and was noted.
The Clerk presented an estimated budget out-turn for 2021-22. This showed an underspend and this was noted.
A draft budget, to inform the precept 2022/23, was presented to the Council. The Council resolved as proposed by Cllr Thompson and seconded by Cllr Green, and all in favour to keep the precept estimate at the current level. The Clerk would inform WLDC of the estimate.
Councillors would look at budget lines and come back to the next meeting to formalise the budget and precept.
21/11-9 REVIEW OF BANKING
Following HSBC introducing charges the Clerk had been asked to look at alternatives.
The Co-op, Community Direct Plus Account, seemed to fit the bill and they were taking on new business. A switching service was also provided.
It was resolved that the Clerk starts the application process to open the Co-op account, as proposed by Cllr Green and seconded by Cllr Lillywhite, all in favour.
21/11-10 RISK REGISTER
The Clerk had circulated an updated Risk Register for consideration, this completed the actions required by the Auditor.
Data Protection, FOI and GDPR policies needed to be looked at and cloud storage be added as a back-up method for documents.
It was resolved to adopt the Risk Register as proposed by Cllr Green and seconded by Cllr Thompson, all in favour.
21/11-11 PLAYING FIELD AND PLAYGROUND ANNUAL INSPECTIONS
The Annual Inspection had been due to take place on 28th October by Wicksteed, but no report had been received. The Clerk will chase up and circulate when received.
Complaints had been received about dog mess on the playing field and this would be a future agenda item.
21/11-12 QUEENS PLATINUM JUBILEE
The Clerk had sent round details of the Bank Holiday weekend in June for the Queens’ Jubilee, this was briefly discussed and the Chairman encouraged any potential ideas to be discussed via email before any decisions, it was thought that the Village Hall Committee might be arranging something.
21/11-13 REMEMBRANCE SUNDAY
Cllr Waine had attended the service and had laid the wreath on behalf of the Council. It had been well attended and an excellent service, and had gone back to the Village Hall afterwards for a reception.
21/11-14 VILLAGE INSPECTION BY COUNCILLORS
It was agreed that the date be set as Monday 6th December at 10:00.
21/11-15 PLANNING MATTERS
APPLICATION REFERENCE NO:143873
Alde Felde Farm, Spridlington Road, Faldingworth, Market Rasen, Lincolnshire, LN8 3SQ
Planning application for change of use of agricultural land for erection of timber building for use as workshop/recreational activities, together with car parking area.
APPLICATION REFERENCE NO:143882
The Post House, High Street, Faldingworth, Market Rasen, Lincolnshire, LN8 3SE
Planning application to remove outbuildings and erect 1.5 storey rear extension.
It was resolved that no comments be raised on either application.
21/11-16 CORRESPONDENCE & UPDATES ON PREVIOUS ACTIONS
Cllr Thompson had met with Joe Phillips and LCC Councillors Rawlins and England over the flooding issues, he had raised a complaint that the jobs raised had been closed as complete, but the issues remained. Work would be scheduled to resolve the problem.
The speed signs were being looked into and the matter of connecting to a power source rather than being solar powered had been raised by Cllr Thompson.
The new litter bin had been installed at the layby on the A46 by WLDC.
The playground slide had been repaired and painted.
The Clerk still had issues with receiving communications from LALC.
Salt/grit had been requested from LCC and this was requested to be delivered to the rear of the Memorial Hall. Cllr Green would be the “grit warden” and keep an eye on the levels in the bins.
The Clerk had forwarded the LCC Local Transport Plan.
21/11-17 ANY URGENT ITEMS FOR DISCUSSION
There were none.
21/11-18 FUTURE MEETING DATES
The following dates were agreed:

The council resolved to exclude members of public from the meeting due to the confidential nature of the following item.
21/11-19 CLERKS APPRAISAL
Cllrs Green and Thompson had met with the Clerk for an appraisal . A number of actions were discussed, but generally things were working well. The Council were happy with the completion of the 6 month probation period and Cllr Wain and Green would formalise a contract.
