21/07-1 APOLOGIES AND REASONS FOR ABSENCE

21/07-2 DECLARATIONS OF INTEREST
There were none.
21/07-3 PUBLIC FORUM
It was resolved to suspend standing orders to allow members of the public to speak.
A member of the public pointed out the issues he had raised with the Traffic Speed Indicator, that was an agenda item.
21/07-4 CONFIRMATION OF MINUTES
The minutes of the following meetings were resolved as a true and correct record of that which took place.
Annual Council Meeting 26 May 2021
These were proposed by Cllr Green and seconded by Cllr Thompson and all in favour.
Extraordinary Council Meeting 23 June 2021
These were proposed by Cllr Thompson and seconded by Cllr Green and all in favour.
21/07-5 FINANCIAL MATTERS
A cheque for Cllr Green had been returned unpaid by the bank and recredited to the account, a replacement would be written.
The following payments were resolved for payment as proposed by Cllr Gregson and seconded by Cllr Thomas, all in favour.

21/07-6 REVISED STANDING ORDERS AND FINANCIAL REGULATIONS
The Clerk had produced a revised draft set of Standing Orders, based on the National Association of Local Council’s model document.
It was resolved to adopt the new Standing Orders as proposed by Cllr Green and seconded by Cllr Thompson, all in favour.

21/07-7 REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES
There were none.
21/07-8 UPDATES FROM COUNTY AND DISTRICT COUNCILLORS
Cllr Rawlins attended and gave an update to the Council.
33 New fire appliances had been purchased for the County.
The Road Safety Partnership were reviewing the Speeding Policy.
The need to book at the Household Recycling Centre for residents would end in September.
Funding was available to boost highway repairs.
There had been no material impact on the budget as a result of COVID19.
21/07-9 COUNCILLOR AND RESIDENTS MEETING
A first meeting had been set up for residents to attend, chat with Cllrs and raise any issues in an informal way. This would be held prior to the Council meeting so that any matters could be discussed.
3 members of the public had attended and Cllr Thompson had made some notes of the meeting.
The Chairman indicated that this was a learning curve and that the Council would see how this developed.
21/07-10 PLAYGROUND MAINTENANCE
The ladder on the fort style slide was in need of repair and varnish. The Clerk had tried make contact with several companies to quote for repair with no reply.
A local builder was offered as a suggestion and the Clerk had found a company who had taken over repairs from the manufacturer of the slide.
Quotes would be sought as the work needed doing as soon as possible.
21/07-11 RECENT FLOODING ISSUES
Recent flooding issues were raised by Cllr Thompson, he had reported to LCC several times before, but had not been given any updates.
It was considered that the drains were in desperate need of cleaning to sort the issue.
Cllr Rawlins agreed to pick up the matter with Highways and details would be forwarded by the Clerk.
21/07-12 OVERGROWN PATHS A46
A member of the public had raised the issue with Cllr Harkins about the state of some of the public footways that had become overgrown.
It was agreed that the Clerk would identify the exact locations and make representations to LCC.
21/07-13 TRAFFIC SPEED INDICATOR
A member of the public had raised an issue about the reliability of the Traffic Speed indicator and had asked if an additional solar powered Speed Sign could be considered by the Council.
Cllr Thompson would be having a meeting with the Road Safety Partnership and will discuss the matters with them, including locations and costs.
The Council will then consider at a future meeting.
21/07-14 CORRESPONDENCE & UPDATES ON PREVIOUS ACTIONS
The Clerk had been given the contact for an additional litter bin in the A46 layby and will discuss options with them.
The new notice board had been purchased and Cllr Dickinson had agreed to install.
The request for an additional light between the church and the school was being considered by LCC, reference 4164355.
WLDC Central Lincolnshire Local Plan and the Police and Crime Plan consultations had been distributed.
LALC had not set the Clerk up on their system yet.
A review of the Asset Register and Risk Register would come to future meetings.
