MINUTES OF THE ANNUAL PARISH COUNCIL MEETING OF
FALDINGWORTH PARISH COUNCIL
HELD ON WEDNESDAY 26th MAY 2021

21/05/01 ELECTION OF CHAIR
It was unanimously RESOLVED that Cllr D Waine be elected Chair of the Council. Cllr Waine signed the Declaration of Acceptance of Office
21/05/02 APOLOGIES
None
21/05/03 ELECTION OF VICE CHAIR
It was unanimously RESOLVED that Cllr W Green be appointed Vice Chair. Cllr Green signed the Declaration of Acceptance of Office
21/05/04 APPOINTMENT OF REPRESENTATIVE TO THE MEMORIAL HALL MANAGEMENT COMMITTEE
It was unanimous RESOLVED that Cllr Gregson be appointed as the Council's representative.
21/05/05 DECLARATIONS OF INTEREST
None
21/05/06 REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES
The Acting Clerk reported that there had been a meeting of the Memorial Hall Management Committee on 17th May. The Hall had been closed since the last Committee meeting as a result of Covid, but a limited number of Covid compliant events had now been booked. No items on the agenda directly affected the Parish Council.
The Acting Clerk also reported the apologies of PCSO Law who had submitted a written report which identified one incident and one crime of interest to the Parish
21/05/07 PUBLIC FORUM
A resident queried the possibility of a second speed indicator being obtained for the village. As this item was not on the agenda, it would be brought forward at a future meeting.
Another resident reported with thanks that a total of £122 had been raised in the village in 2020 in aid of The Royal British Legion. He mentioned that it would be the Legion's 100thanniversary this year, and wondered whether the Parish Council had any commemoration planned. The Chair advised that nothing had been planned by the Council, but that something might be arranged by the Memorial Hall Committee.

It was unanimously RESOLVED that the draft Minutes of the Meeting of 31st March 2021be approved and signed as Minutes

21/05/09 FINANCIAL MATTERS
Approval of Statement of Accounts and Bank reconciliations to date:
Acting RFO Cllr Gregson reported that the Balance on the HSBC Community Account after expenditure was £11649.24, with the balance on the HSBC Business Manager Account being £30118.68

Annual Insurance premium
It was reported that the annual Insurance Premium for the year was £571.10. This is a 3% inflation increase over last year, plus an increase to reflect the full replacement value of the play area equipment.The Council has a 3 year policy with the insurers to secure a reduced premium so this item is reported for information only
21/05/10 CHAIR'S REPORT
Three excellent candidates had applied for the vacant post of Clerk and RFO and after much deliberation the staffing committee proposed Mr Andrew Hopkins should be offered the post.
An incident involving a child falling from his scooter on the playing field had been reported to the Council, and repair work to the concrete edging around the multi game asphalt, had been carried out. Following this a safe survey of the field was carried out by councillors and two areas of concern identified. A donation of 20 bags of good topsoil by Mr J Backus, allowed these hazards to be rectified.
A breach had been noticed in the hedge between the Play Area and the A45, and Cllr Dickinson had erected a barrier for safety and to allow the hedge to grow back.
At the March meeting, a concern had been raised regarding vehicles parking at the entrance lane to Grange le Ings farm, to use the vegetable stall there, causing a hazard for pedestrians. A sign has been placed at the stall requesting users of the stall to park on Spridlington Road, and monitoring by councillors suggests this is being complied with. The situation will continue to be monitored, but no action is considered necessary at this time.
21/05/11 ACTING CLERK'S REPORT
Further to item 21/03/10, the Post Office Outreach service has confirmed that t reason for the closure of the village Post Office has been corrected to show that premises for the Post Office were, and continue to be, available in the Memorial hall.
The repair work on the playing field , referred to by the Chair in his report,

had been authorised by the Acting Clerk in accordance with emergency powers contained in the Parish Council's Financial Regulations. The cost of the work was £20.00
A Covid Risk Assessment for the Parish Council's use of the Memorial Hall had been carried out, following a checklist produced by a specialist Council Insurer. This was in addition to the Covid Risk Assessment already carried out by the Memorial Hall Management Committee.
21/05/12 APPOINTMENT OF NEW CLERK/ RFO AND PROPER OFFICER
It was unanimously REOLVED to approve the recommendation of the staffing committee and appoint Andrew Hopkins to the post, starting on 27t/05/21
21/05/13 CO-OPTION OF COUNCILLOR
An application to fill the vacancy had been received from Mr Mark Thompson from Hutton Way. Mr Thompson fulfilled the criteria for being elected as a councillor, and it was unanimously RESOLVED that Mr Thompson be appointed as a councillor, and that he be warmly welcomed.
21/05/14 PLAYING FIELD FENCE
A local resident had pointed out that a section of fencing adjoining the gate to the Playing Field was rotten and needed replacing. A quotation of £90 had been received to cover materials and labour and it was unanimously RESOLVED that authority be given for the work to be done.
21/05/15 LITTER BIN A46
A request had been made by a local resident for a litter bin to be put on the informal lay-by at the entrance to the village, as a large amount of litter was found there during the village clean-up. The Acting Clerk reported that West Lindsey District Council would provide a bin if there was a need, failing which the Parish Council had power to buy one from the District Council. Emptying would be carried out by WLDC as part of their normal service.
It was unanimously RESOLVED to ask WLDC to erect a litter bin at this location.
21/05/16 REPLACEMENT NOTICE BOARD ON PLAY AREA
The existing board was in a poor state of repair, and a replacement of 6 x A4 sheet size could be purchased for £169 plus vat. Cllr Dickinson stated that the posts for the board were solid, and he was prepared to to fix the new board to the posts. It was unanimously RESOLVED that subject to the notice board being lockable, the replacement board be purchased.

21/05/19 URGENT ITEMS
Cllr Dickinson raised the question of the width of the bridle road off Stocks Lane, and asked that it be checked to ensure there had been no encroachment by the adjacent new property. Agreed the question be raised with WLDC Planning Department
Cllr Lillywhite reported that the footpath between the Church and the school had no light at one end which posed a hazard for pedestrians. It was agreed that the issue be raised with Lincs CC Highways Department, and that the matter be brought back as an agenda item to a future meeting of the Council
