MINUTES OF THE FALDINGWORTH PARISH COUNCIL MEETING Memorial Hall Faldingworth

Wednesday 22 November 2023 

Present: D. Waine (Chair) Debbie Whelan (Clerk), Cllr D. Dickinson, Cllr P Gregson, Cllr. W Green, Cllr. M. Thompson, Cllr. A. Bradbury

Two members of the public were present.

23/11/01.   Apologies

Cllr. J Land tabled his apologies.

23/11/02:    To receive declaration of interest in any item on the agenda

None was received.

23/11/03.   To suspend the meeting to allow no more than 15 minutes of public forum

The Remembrance Service was well received. The Parish Council Wreath will be relocated to the Polish War Memorial on 1 December 2023. Cllr. Waine will represent the Parish Council in the relocation. 

23/11/04   Confirmation of Parish Council Minutes

Minutes of the 20 September 2023 were APPROVED.

23/11/05.    Reports from outside bodies, taking any required action:

The Clerk referred to an email from Andrew Parry (Highways) about lamp post 016. The Council have established that this is not our tree as our remit starts with the hedge. It was RESOLVED that the Clerk respond to Mr. Parry and indicate that this is not our responsibility. 

23/09/06.     Resident’s issues, taking any required action: 

Cllr. Waine recorded a verbal request to replace seat down Buslingthorpe Road. It was AGREED that this is not a priority at the moment.

23/09/07.    Financial Matters:

- The payments as indicated were APPROVED
- The Bank Reconciliation was presented and APPROVED 
- Banking arrangements to be held over to the next meeting.
- Feedback on PAYE for Clerk: Confirmation was given that the Parish Council’s PAYE is now in full compliance with HMRC. The Clerk had contacted Andy Hopkins with respect to repayment of the PAYE from his last month of service and Andy Hopkins has verbally undertaken to do this. Paul Elliot will forward a remedied correction of the PAYE including monies owed to the Clerk which were erroneously taxed. 

Payments in the August /September period.

The following were APPROVED for payment:

Cheque 101213 Glendale Grass Cutting   
Cheque 101214 Royal British Legion Parish Council 
Cheque 101216 Clerk’s Salary for October / November
Cheque 101215 HMRC PAYE for October / November

The Business Current Account closed with a balance of £17.970.47
The Business Money Manager Account closed with a balance of £30,460.99

Feedback on VAT:

The Clerk reported that the 2020/2021 VAT had not been claimed and that this was in hand. 

Budget/planning for precept payment for 2024/2025

The draft budget for 2024-2025 was considered and it was RESOLVED that a precept estimate of £9553.00 be submitted to WLDC.

23/11/08.   Community Speed watch:

The Clerk read out an email from Cllr. Swift responding to the report of another accident. Cllr. Gregson suggested that we explore the potential of purchasing a second speed indicator. This is to be added as an agenda item for the next meeting.

23/1/09.    Planning Matters:

There were none submitted.

23/11/10.    Correspondence: 

Cllr. Land raised a query as to the possibility of erecting a Community Christmas tree. The Council noted the possibility of lighting the tree on the Village Green. It was RESOLVED that the Clerk apply for funding through the WLDC. 

23/11/11.   Playground areas:

The Council AGREED that local window/gutter cleaners be approached as maintenance operatives to work in the playground.

It was AGREED that the Clerk is to approach Wicksteed to establish a date for the inspection. Cllr. Waine requests that this is arranged at a date and time in which he is available. 

23/11/12.   LALC and website maintenance:

There is sufficient monies in the budget.

23/11/14.    Feedback on Remembrance Day 

Cllr. Waine reported back about the Service and the laying of the wreath. 

23/11/15.    Urgent items for discussion:

None were raised.

23/11/16.    Next Meeting:

The next meeting of the Faldingworth Parish Council will be held on 17 January 2024 at 7.30pm
