Annual Parish Meeting of Faldingworth Residents

The minutes of the Annual Parish Meeting held on 19th May 2021 were approved and signed by the Chairman.

APM22/23 – 0503    Chairman’s Report

This is first full year since the COVID outbreak that it has been possible to hold all the Parish Council meetings in person. The relevant COVID regulations in force at each meeting were strictly adhered to. Our thanks must also be expressed to the Village Hall committee in ensuring that  Village Hall has been kept fully COVID secure and enabled us to hold these meetings.
The Parish Council agreed to pay for two additional area of grass land in the village to be cut by LCC on a regular basis to help improve the appearance of the village.
A slide on the Children’ play area has had it assess steps replaced and the structure repainted to ensure its availability to the children.
I wish to tank Cllr Mark Thomas for liaising with LCC on behalf of the council with n regard to the areas of flooding in the village, which resulted in the road drains being cleaned and checked to ensure they are free flowing. 
The Parish Council complained to LLC  a number times about the state of the footpaths in the village. I am pleased to report that all the pavements have now been resurfaced.
Following a Village clean up it was reported that a large amount of litter, collected at the lay-by on Lincoln Road near to the Freisthorpe corner. Following requests to LCC a new litter bin has been fitted at this location. 
A new Parish Noticed Board has been purchased and installed on Boundary Walk, to insure all the Parishioners had easy access to the Parish in formation.  I would like to thank Cllr David Dickinson for installing the notice board for us.
The Parish Councils Defibrillator which is located on the front wall of the Village Hall has had a new Battery and pads purchased and fitted, to ensure its availability for the parishioners. 
The fact that there is no actual War Memorial site in Faldingworth where Remembrance Wreaths and tributes can be left, was raised by a parishioner. The Parish Council is now in discussions with a land owner and hopes a site will shortly be available.
A number of Public meeting were called to enable the parishioners to meet and converse conversers with the councillors about any issues they wished to raise. Unfortunately these were not very well attended, but I would like to thank all the councillors who did attend these meeting.
A number of minor points were raised by Wicksteed on their Annual Risk Assessment of the play areas. The councillors undertook a general morning of maintenance on the Play Areas. I would like to thank all the Cllr Ann Lillywhite who volunteered but did not know the start time and Pam Gregson and Wendy Green who worked like  Trojans and Cllr David Dickinson who we gave all the hard jobs to. So thanks for their hard work and the excellent results achieved on the Play Area. Unfortunately due to lack of time and exhaustion the Playing Field was not on this occasion included.
It was decided that the Parish Council was not in a position to arrange any celebrations for the Queen Jubilee. It was therefore decided that the parish Council would provide financial supporting Village Hall, with regards to their celebrations.
The 2021 to 2022 year saw Andy Hopkins join us as the Parish Clerk and he has made a valuable contribution in bring all procedures up to date and make valuable contributions for the smooth running of the council. Unfortunately Andy as now submitted his resignation but will stay in position till the end of this month ensuring the year finances are completed. We would like to thank  Andy service on behalf of the Council.

Governance

The Council updated it’s Standing Orders and Financial Regulations to bring in line with the latest model documents produced by the National Association of Local Councils.

In March this year, the Council adopted the new National Members Code of Conduct that had been produced by the Local Government Association and recommended by West Lindsay District Council to all parishes.

Following the 2020/2021 Internal Audit recommendations a Risk Register was produced and the Council’s Asset Register was updated.

A new General Data Protection Regulation Policy was approved to ensure compliance with the Regulations.

Finally, due to increasing use of social media, the Communication Policy was revised to meet current needs of the Council.


Finance

The year started with a bank balance of £33,063.

This was made up of a General Reserve of £8,063 and an earmarked Section 106 reserve of £25,000.

During the year 2021/202 the Council received income of £9,733.

£9,730 of this was from the Parish Precept and £3 in interest from the bank.

The Council’s total expenditure for 2021/2022 £6,506.

This left a net balance of £3,227 for the financial year.

The total balance in the bank at the end March 2022 was £36,290.

In January the Council resolved a precept of £9696.56 that meant a 0% increase for residents.
