Minutes of the Parish council meeting of
Faldingworth Parish Council
held on Wednesday 15 January 2020
in the MEMORIAL HALL, faldingworth
Present Cllrs T Howard (Chair), D Waine (Vice-Chair), D Dickinson, S Harkins, A Lillywhite, W Green and P Gregson
Clerk Sue Aikman.
Also present: 3 members of the public
20/01/01 To resolve to accept apologies and reasons for absence
None
20/01/02 Declarations of Interest
Cllr Green stated that she was supporting the planning of the VE celebrations and would not be voting in relation to this matter.
20/01/03 To receive reports from representatives on outside bodies
The Police reported that there had been 1 incident of criminal damage.
20/01/04 Public Forum
No items were raised.
20/01/05 NOTES OF PREVIOUS MEETINGS
Following a vote it was unanimously RESOLVED that the notes of the meeting held on 20 November 2019 be approved and signed as minutes.
20/01/06 Financial Matters
- Following a vote it was unanimously RESOLVED to approve the statement of accounts and bank reconciliations.
- To approve accounts for payment.
A discussion was held regarding Councillor’s expenses. Following a vote it was RESOLVED by a majority to approve the following accounts and the Clerk’s salary and pension for payment:

- To consider joining the LALC training scheme for 2020/21
This matter was deferred until the next meeting.
- To consider the proposed budget and precept for 2020/21.
Following a vote it was unanimously RESOLVED to agree the proposed budget and to send WLDC a precept request of £9,600.
- To complete the precept request to be sent to WLDC
The precept request was completed and the Clerk would send it to WLDC.
20/01/07 CHAIR’S REPORT
The Chair had nothing to report.
20/01/08 CLERK’S REPORT
The Clerk had nothing to report
20/01/09 To consider any further information regarding a request for use of the Playing Field for a VE Day 75th Anniversary event on 08.05.2020
A risk assessment had been received for the event. The Council would request to see the public liability insurance for use of a generator and would require details of the fencing/netting to be used to ensure that there would be no damage to the field. The Council would suggest that organisers of the event produced forms for participants including a disclaimer.
20/01/10 To report on any updates from the annual village inspection including the risk assessment for maintaining the Speed Indicator Device
Cllr Howard reported that the 3 30mph speed signs had been received. The Clerk would check locations for their use with the Lincolnshire Road Safety partnership
Cllrs Dickinson and Waine reported on the Speed Indicator Device. The bracket on the triangle needed lowering. Volunteers were needed to help with regular relocation and charging of the Speed Indicator Device. The Clerk would put this request on the Parish Council website.
The Clerk would contact LCC Highways to:
- ask for any updates on the overgrown hedging from properties onto the A46 verges
- advise them that problems with the new road surface on the A46 meant that puddles were forming on the highway and water was not getting into the drains.
- pavements were not resurfaced when the A46 was worked on and there were several areas in need of repair.

20/01/12 PLANNING MATTERS
Planning Applications, Consents and Refusals received by the Parish Council
Application reference: 140415
Proposal: Planning application for change of use of part of an agricultural field to erect 2no. log cabins for the expansion of existing holiday accomodation.
Location: Alde Felde Farm, Spridlington Road, Faldingworth, LN8 3SQ
Following a discussion it was unanimously RESOLVED to comment that the cabins must remain as holiday accommodation in the future and not be changed to permanent places of residence.
20/01/13 Urgent items
It was noted that the Craft Club was no longer running and that details needed removing from the Parish Council website.
