MINUTES OF THE FALDINGWORTH PARISH COUNCIL MEETING

26/09/01. To receive apologies and reasons for absence
There were no absences
26/09/02. Declaration of items of interest.
There were no declarations of interest.
26/09/03. To resolve to suspend the meeting to allow no more than 15 minutes of public forum
The parishioner raised the issue about a horse-chestnut tree which has become significantly overgrown and is causing damage to adjoining properties and causing a nuisance. It was AGREED that this is an individual matter and that the property owners need to address this in their own capacity.
26/09/04. Confirmation of Parish Council Minutes
The Minutes of the Meeting of the 15 July 2026 were APPROVED.
26/09/05. Reports from outside bodies
There were no reports from outside bodies received.
26/09/06. Resident’s issues, taking any required action
- Grass outside School: The Clerk reported that the Headteacher from Faldingworth Primary School had contacted them about the ownership and maintenance of the grass outside the School. After consultation, the Headteacher acknowledged that the School would be responsible for cutting the grass.
- Lighting off Stocks Lane: A parishioner had contacted the Clerk with respect to the light on the public path running between the Church and the School.
- Clogged drains Spridlington Road: A parishioner had raised the issue which has been raised often in the past and been escalated to Lincolnshire County Council and West Lindsey District Council. The Clerk has attempted repeatedly to report these issues on Fixmystreet and the interface has recently been faulty. It was AGREED that the Clerk is to inform parishioners through a standard email to raise issues through Fixmystreet in the first instance, before escalating them to Parish Council.
- Fence leaning over the footpath adjacent to Carpe Diem House: The Clerk is to follow this up.
- Concrete Bench ends: A member of the Village Hall Committee raised the issue of a volunteer being injured by one of the bench ends located against the Parish Council store. It was RESOLVED that the broken bench end will be removed and the two Coronation bench ends will be retained. The removal can be included in the quotation for the removal of the roof of the Parish Council Shed.

• Bank Reconciliation for the period was APPROVED
• The Running Budget was APPROVED
• The Clerk presented the budget for the new financial year based on information at hand and indicated that we are looking at an initial shortfall of £450. This will be formalised at the meeting in November.
• Unity Bank: A mandate for the Investment Account needs to be completed, in addition to the mandate for the current account being renewed. The Clerk will action this.
• The Clerk reported a clean audit.
The full balance in the Unity Bank account £45 625.11.
- The Clerk is to follow up on the VAT return for last April.
- There were no funds received.
26/09/08. Speed and Speedwatch
- One of the solar panels of the speed indicator does no appear to be working. Cllr Land will update the Council accordingly. The second speed indicator is yet to be erected and we are awaiting brackets.
- One parishioner has indicated interest in participating in a Community Speed Watch. This does not provide critical mass to continue with the project.
26/09/09. Planning matters
A single planning matter, WL/2026/00645 was received, and circulated as per protocol. There were no objections.
26/09/10. Correspondence
Correspondence was received requesting a ‘Save the date’ for the 13th December 2026 for the RAF Ingham Polish Christmas event. This was added to Facebook.
26/09/11. Amenities
- Playground annual inspection feedback and planning: The Clerk has sent a booking form to secure our playground inspection. The Clerk will follow up on this.
- Feedback on dogs on playing field: There are no official guidelines from the Lincolnshire County Council, LALC or West Lindsey District Council as to access for dogs on the playing field. It was RESOLVED that that dogs could be allowed on the playing field as long as they are on leads and also as long as owners clean up after their dog. A sign needs to be erected on the gate which indicates that owners need to keep dogs on the lead and also that they clear up after the dogs. The decision will be reviewed at the meeting in March. Cllrs. Taylor, Green and Land were in favour of the proposal and Cllr. Taylor cast the deciding vote. It is NOTED that Cllrs. Dickinson, Bradbury and Waine voted against the resolution.
- Playing field usage: A parishioner has raised the issue that the playing field is not being used frequently.
- Playing field boundary: Issues relating to vegetation along the boundaries of the ditch were raised. It was RESOLVED that Members inspect the site with authority to decide on any necessary action.
- Report back on defibrillator: Cllr. Land has purchased the defibrillator and will deliver to Cllr. Waine for installation.
- Proposal for inpost lockers: The Clerk has received a letter from a member of the Village Hall Committee about installing post collection boxes against the south-west wall of the Village Hall. It was RESOLVED that 1) Members inspect the site to establish boundaries between the site of the Village Hall and the Car Park, 2) Plans be requested giving details of the proposal before a decision can be made, 3) Cllr. Green liaise with the Village Hall Committee with a view to formalising the precise terms for the Village Hall Committee to be responsible for maintenance and repair of the Village Hall Car Park, before a decision can be taken.
- Winter salt has been ordered.
26/09/12. LALC and LALC training Scheme
- The Parish Council has sufficient minutes available for maintaining the website.
- The Clerk is to forward the list of LALC training to all Councillors.
26/09/13. West Lindsey funding opportunities
The Clerk reported that correspondence indicated permission for a cantilevered bus shelter on the A46 towards Lincoln. It was AGREED that the Clerk liaise regarding a shelter on the other side of the road, and establish the way forward for presentation at the next meeting.
26/09/14 Other business
- Task allocation: the Clerk and the Chair are to compile a list of ordinary and extraordinary tasks so that these can be equitably distributed amongst Councillors, for discussion at the next meeting.
- Faldingworth Council Website: The Chair raised the issue of the websites being poorly managed and out of date. It was RESOLVED that the Clerk is to contact West Lindsey District Council and LALC and establish whether the Parish Council is able to maintain their own websites in order that they are active.
- The Clerk raised the need for a default address for the Parish Council given their leaving the village. Correspondence will now be sent to The Nook, Stocks Lane until future notice.
- Parish Council Records need to be readily available for scrutiny. It was AGREED that Cllr. Green and the Clerk assess the records in hand, purge unnecessary material older than six years, and make arrangements for their storage in the Parish Council shed.
26/09/15 Resignation of Councillor
It was reported that the West Lindsey District Council has given the go-ahead for co-opting a new Councillor to replace Phil Sandford. Given the short notice before the September meeting, the co-option notices will be posted to advertise the role to be raised at the November meeting of Council.
26/09/16 Urgent items for discussion
- The roof over the Parish Shed has been damaged by overhanding branches from an adjoining tree. It was RESOLVED that the situation be reviewed in daylight with Members to inspect the site with authority to decide an action in respect of the overhanging tree and the damaged roof.
- The Clerk will contact Kisimul about Remembrance Sunday on the 8 November.
- The Clerk raised the need for Remembrance Day purchases such as the wreath and poppies.
- Cllr. Land raised the need to discuss the Christmas Tree at the next Parish Council Meeting.
