MINUTES OF THE FALDINGWORTH PARISH COUNCIL MEETING

Memorial Hall Faldingworth

Wednesday 15 July 2026

Present: A Taylor (Chair) Debbie Whelan (Clerk), Cllr Waine, Cllr W. Green, Cllr A. Bradbury

No members of the public were present

26/07/01.     To receive apologies and reasons for absence

Cllrs Dickinson, Land and Sandford had tendered their apologies.

26/07/02. Declaration of items of interest.

There were no declarations of interest.

26/07/03.     To resolve to suspend the meeting to allow no more than 15 minutes of public forum

Given that no members of the public present indicated concerns, it was RESOLVED to proceed with the meeting.

26/07/04.     Confirmation of Parish Council Minutes

The Minutes of the Meeting of the 20 May 2026 were APPROVED.

26/07/05.     Reports from outside bodies

There were no reports from outside bodies received.

26/07/06.     Resident’s issues, taking any required action

- Grass outside School: The Clerk reported that the Headteacher from Faldingworth Primary School had contacted them about the ownership and maintenance of the grass outside the School. At this point it was unsure as to the exact site. The Clerk will continue to engage with the Headteacher in order to resolve this.

- Full refuse bins: Full refuse bins were reported at the Playground. This had been reported and subsequently resolved by WLDC.

- Lighting on Stocks Lane: A parishioner had contacted the Clerk with respect to the light on the public path running between the Church and the School. The Clerk will report it on Fix my Street.

- Notice of Public Rights: The Clerk reported changes to the Notice of Public Rights and that these had been acknowledged by the External Auditors.

26/07/07.     Financial Matters, taking any required action

  • Payments for the period were APPROVED
  • Bank Reconciliation for the period was APPROVED
  • The Running Budget was APPROVED
  • Unity Bank: The next priority is to set up the investment account.

- The Clerk is to follow up on the VAT return for last April.

26/07/08. Speed and Speedwatch 
 
• It was RESOLVED that the proposals for the Community Speedwatch be uploaded onto Social Media.

There were no planning matters received
 
26/01/10. Correspondence 
 
There has been no correspondence received requiring noting.
 
26/07/11. Amenties
 
- Playground annual inspection feedback and planning: Held over as Responsible Councillors absent.
- Feedback on dogs on playing field: The Clerk reported that feedback from WLDC was inconclusive on the matter. This would be raised at the next meeting for discussion.
- Playing field usage: Held over as Responsible Councillors absent.
- Playing field boundary: Held over as Responsible Councillors absent.
- Report back on defibrillator: Held over as Responsible Councillors absent.
 
26/07/12. LALC and LALC training Scheme
 
- Cllr. Taylor noted that he had attended a training session which proved very useful.
- There has been no further correspondence regarding the proposed training sessions by Newtoft Parish Council. The Clerk will follow up.
- The Clerk is to forward the list of LALC training to all Councillors. 
 
26/07/13. West Lindsey funding opportunities
 
Initial correspondence suggests that the Council needs to approve a design for the bus shelter. It was AGREED that the Clerk source a design (s) for presentation at the next meeting.
 
26/07/14 Adoption of Standard Documentation
 
The 2026 Standing Orders were approved and ADOPTED
The 2026 Risk Management Policy was approved and ADOPTED
The 2026 Code of Conduct was approved and ADOPTED
 
The Clerk noted that the Financial Regulations are aimed at a higher level of organisation and were not appropriate for adopting at the Parish Council. This has been checked with the internal auditor who notes that this needs to be noted and explained on the AGAR at the end of the year.

Both items were held over for discussion until the next meeting, given the absence of key Councillors from the meeting.
