MINUTES OF THE FALDINGWORTH PARISH COUNCIL MEETING
Memorial Hall Faldingworth
Wednesday 20th May 2026
 
Present: Cllr Adrian Taylor (Chair) Debbie Whelan (Clerk), Cllrs W. Green, Cllr Waine, Cllr D. Dickinson, Cllr. J Land and Cllr. A Bradbury
Eight (8) members of the public were present
 
26/05/01. Election of Chair and receive Declaration of Acceptance of Office
Cllr. Waine opened the meeting and indicated he was stepping down. Cllr Taylor indicated interest in standing as Chair. Cllr Green proposed and Cllr Waine seconded. Cllr. Taylor’s appointment was unanimously APPROVED. Cllr Taylor signed the Declaration of Acceptance of Office
 
26/05/02. To receive apologies and reasons for absence
An apology was received from Cllr. Sandford which was accepted.
26/05/03. To receive Declarations of Acceptance of Office
 
Councillors completed the Acceptance of Office.  
26/05/04. Election of Vice-Chair
Cllr Green was voted as Vice Chair. 
26/05/05. To resolve to suspend the meeting to allow no more than 15 minutes of public forum
It was RESOLVED to suspend the meeting to allow for 15 minutes of public forum.
 
Chair said the points raised would be taken into account when considering this topic in Item 13
26/05/06. Confirmation of Parish Council Minutes
 
The Minutes of the Meeting of the 18 March 2026 were APPROVED. 
26/05/07. Memorial Hall Management Committee
 
Cllr. Land is the current representative on the Memorial Hall Management Committee. It was RESOLVED that Cllr. Land continue in this role. 
 
26/05/08. Playing field inspections
 
Cllr. Land is the current Playing Field Inspector. It was RESOLVED that Cllr. Land continue in this role. 
 
26/05/09. Defibrillator maintenance 
 
Cllr Waine is the current guardian of the defibrillator. It was RESOLVED that he continue in this role.  
 
26/05/10. Speed Indicator Device
 
Cllr. Land is the current champion of the Speed Indicator Device. It was RESOLVED that Cllr. Land continue in this role. 
 
26/05/11. Financial Matters, taking any required action
 
The Year End accounts were tabled and ACCEPTED.

Recommendations from the tabled audit infer the following actions:
 
- The Clerk to prepare clear documentation completing the gaps in the audit. 
- The Clerk to remedy inconsistencies identified by the audit.
- Ensure there is continual reference to the approved budget every meeting.

A total of £ 1,748.88 was spent.
 
HSBC has closed the Money Manager account and paid out the Section 106 investment by cheque. An amount of £ 31 951.96 was paid into the Unity Trust Bank Account. 
 
The WLDC Precept was paid in. This reflects an income of £ 9826.00
 
As of the 20 May 2025, the balance in the CURRENT ACCOUNT stands at £17,528.63. This does not yet include the monies deposited from HSBC.
 
26/05/12. Updates from outside bodies 
 
Cllr. Taylor reported that the rededication of the Polish Memorial at Newtoft on 17th May 2026 was well attended.
 
26/05/13. Resident Issues, taking any required action
 
• Request for dog play area on playing field
It was AGREED that the Clerk contact WLDC to establish the current rules in the district.
• Request for removal of bench on mid-Spridlington Road
This issue was RESOLVED in the Village Inspection.
• Request for patching holes in hedge, playing area
This issue was RESOLVED in the Village Inspection
 
26/05/14. Feedback from Village Inspection
 
• Clogged drains on Spridlington Road
The Clerk has contacted LCC Highways and WLDC and both have indicated that the drains get cleaned and the road gets swept twice yearly. Both have indicated that it is not considered as urgent for them.
• Bench outsideThe Limes
The bench was irreparably damaged by a car. It has been removed by Cllr. Dickinson and the supports stored at the Village Hall.
• Bench on Village Green
The Clerk has contacted LCC about ownership. LCC will revert. 
• General cleanliness of signs
Cllr Taylor has cleaned the signs.
• Bench mid-Spridlington Road
The Clerk has contacted Knights Timbers for a quotation to replace the seat. Cllr. Taylor has sprayed the weeds around it.
• Pinfold bench
Cllr. Taylor has sprayed the weeds at the base.
• Fence at Pinfold
The Clerk has contacted Knights Timbers for a quotation to replace fence.
• A46 Hedge Some of the hedge is growing beyond ditch and not the responsibility of householders
The Clerk has contacted LCC Highways. They will address once the hedge impacts pedestrians on the pavement.
• Ditch along hedge on playing field
The clear out will be carried out in September. Details for discussion in July Meeting.
• Football posts Nets missing
Cllr. Dickinson will remove the nets
• Football posts Rusting arms to goal posts
Cllr. Dickinson will revert about the condition of the posts.
• BT junction box Collapse of tarmac
The Clerk has reported this to Fix My Street.
• Playground Gap in fence on Grange le Ings Lane
The Clerk has contacted Knights Timbers for a quotation to replace fence.
• Playground Gap in fence on A46
The Clerk has contacted Knights Timbers for a quotation to replace fence.
• Memorial to Fallen mowing
The Clerk has had a verbal conversation with a staff member at Kisimul who indicates they will ask their contractors to do it.
• Fence along permissible path Stocks Lane
The Clerk has reported this again on Fix My Street. 
 
26/05/15. Parish business
 
• To update maintenance on playing field
 
Cllr. Land indicated that he would like to convene a meeting with Councillors on the playing field and the play park and prioritise items for maintenance and repair. It was RESOLVED that Cllr. Land convene this meeting in June and convey decisions to the Clerk.
 
• Update on purchase of new defibrillator
 
Cllr Land will source options for new devices and inform the Council accordingly at the July meeting.
• Update on new speed indicator devices
Cllr. Land will install the two new devices. Cllr. Taylor has offered to assist.
• To action areas flagged in the Village Inspection
Addressed in item 14 above.
• Arrangements for mowing around Memorial
Addressed in item 14 above.
 
26/05/16 Speed Monitoring
 
Cllr Land indicated that the Speed Awareness project has not had much support from parishioners. 
 
It was AGREED that the Clerk review and the items provided by Cllr. Sandford on both social media facebook sites.
 
26/05/17 Planning matters
 
There were none received.
 
26/05/18 LALC training Scheme
 
The Clerk read a letter from the Clerk from Toft Newton who will be engaging LALC to run a Councillor Training Course in June. This would cost Councillors £5 each as they were running it at cost. 
 
Cllr. Taylor, Land and Bradbury indicated that they would be interested. It was AGREED that the Clerk contact the Clerk, Newtoft and express the interest.
 
Cllr. Taylor has indicated that they would like to attend the Chairperson training course and would investigate further.
 
26/05/19. Urgent items for discussion
 
The Clerk has indicated that the LCC has a scheme to assist in funding bus stops. The bus stop would become the property of the Parish Council and the Council would need to add it as an asset. It was AGREED that the Clerk proceed with the initial stages of requesting funding support for a bus stop to be placed opposite the Jubilee Avenue intersection.

The next meeting of the Parish Council is 15 July 2026 at 7.30pm.
